Luxury market-rate apartments planned at Pleasant Prairie site previously proposed for senior living

Milwaukee-based Fiduciary Real Estate Development plans to build 100 apartments and 9 single family homes in Pleasant Prairie, at a site between 77th and 79th streets and west of 105th Avenue.

There will be five two-story apartment buildings with 20 units each, for a total of 100 units, and 9 single-family home sites, under plans that were approved Monday by the village’s plan commission.

The project is a revised plan for phase two of The Seasons at River View Apartments development, initially approved by the village board in 2020.

The first phase of the Seasons at River View has been developed with twelve 20-unit and four 15-unit apartments buildings, with a total of 300 units.

The original plans for the second phase called for 159 units of senior living, with three 4-unit independent living buildings and a three-story 147-unit assisted living and memory care building. But those plans never moved forward.

“Pursuant to the developer, the senior housing… has been marketed for over the last six years will little interest,” a village staff report on the project states. “The developer indicated that today’s older adults increasingly prefer active community-focused living environments favoring independent social, and amenity rich settings over traditionally age-restricted or care-based housing. The developers further indicated that surrounding 55+ communities already satisfy the existing demand.”

The existing Seasons at River View apartment community has weekly average occupancy of 97.6% since September of 2023, the village staff report states.
