The City of Kenosha has received a $3 million grant from the federal government to help fund the city’s affordable housing initiative.
The funds were part of $60 million in direct support for local projects across Wisconsin included in a bipartisan government funding bill passed by Congress.
The city originally applied for the grant to help build with ongoing funding of single family homes under its Home Kenosha program.
City Administrator John Morrissey said this week the city is considering the Kenosha Innovation Neighborhood as a potential future building site for some of that new housing construction.
In 2025, the Home Kenosha program had 16 allocated lots in the Wilson neighborhood, and five homes have been built and occupied. Three additional homes are currently under construction.
Morrissey said it’s the city’s goal to build 12-15 houses per year through the Home Kenosha program. The city has currently around 50 lots that can be used for housing.
The additional funding comes a year after Uline’s $3 million contribution helped launch the Home Kenosha program to help increase owner-occupied single-family homes.
The city matched Uline’s contribution in 2025 by extending some tax incremental financial districts by one year to provide $3 million for the program.
The city partners with the State Bank of the Lakes to administer the program’s approved construction loans and second mortgages. The program provides construction loans to homebuilders of up to 50% of eligible construction costs at an interest rate of 5.75%, as well as provides eligible homebuyers with deferred second mortgage assistance of up to $50,000 at 0% interest.
